με αμείωτη ένταση συνεχίζεται το πάρτυ κερδοσκοπίας στις προμήθειες του ΕΣΥ, την ώρα που οι Έλληνες ασφαλισμένοι υφίστανται συνεχείς αφαιμάξεις στην ιατροφαρμακευτική τους περίθαλψη. Εκτός από... την οικονομική παράμετρο της συγκεκριμένης προμήθειας, τίθεται όμως και ζήτημα επιστημονικό, καθώς αφενός οι συσκευές που αγοράστηκαν δεν αποτελούν προϊόντα εξελιγμένης τεχνολογίας (είναι μοντέλα του 2003), ενώ σε ό,τι αφορά τους απινιδωτές έχει διαμορφωθεί κατάσταση μονοπωλίου, με έναν και μόνο αντιπρόσωπο να έχει την ευθύνη για την προμήθεια και τη συντήρηση των συσκευών κρατώντας έτσι σε μία ιδιότυπη «ομηρία» τους Έλληνες καρδιοπαθείς που ζουν με εμφυτεύσιμο απινιδωτή.

Σε ότι αφορά τον διαγωνισμό της ΕΠΥ, για την σχετική προμήθεια, αυτός δήρκεσε 863 ημέρες (!) και με απόφασή της στις 14 Δεκεμβρίου 2012 η Επιτροπή Προμηθειών Υγείας (ΕΠΥ) κατακύρωσε ως προμηθευτές βηματοδοτών όλων των δημόσιων και στρατιωτικών νοσοκομείων για τη διετία 2013- 2014 , δύο μεγάλες πολυεθνικές εταιρίες δια των Ελλήνων αντιπρόσωπων τους. Ο ένας εξ αυτών, όπως αναφέρουν διάφορα δημοσιεύματα, επικράτησε και στους απινιδωτές. Η προμήθεια αφορούσε 5.000 βηματοδότες και 700 απινιδωτές, συνολικής αξίας 13,5 εκατ. ευρώ, με το ήμισυ του ποσού να αφορά τους απινιδωτές.

Επρόκειτο αναμφίβολα για έναν «μαραθώνιο» - διαγωνισμό, καθώς διήρκεσε 863 ημέρες. Η ΕΠΥ προκήρυξε τον διαγωνισμό για την προμήθεια βηματοδοτών- απινιδωτών για τα νοσοκομεία του ΕΣΥ στις 24 Σεπτεμβρίου 2010 και οι συμφωνίες της ΕΠΥ με τις επικρατούσες εταιρίες υπογράφηκαν πριν από έναν περίπου μήνα, στις 4 Φεβρουαρίου 2013.

Σύμφωνα με τα στοιχεία που έχει στη διάθεσή του το protothema.gr, το 2012 οι τιμές των βηματοδοτών και των απινιδωτών ίδιου τύπου και ίδιας παλαιότητας στην Ελλάδα και την Κύπρο παρουσιάζουν απόκλιση πολλών εκατοντάδων ευρώ. Ενδεικτικά, ένας βηματοδότης τύπου SENSIA SESR01 στην Ελλάδα κοστίζει 1.346 ευρώ ενώ στην Κύπρο το ίδιο μοντέλο διατίθεται στο 1/3 της «ελληνικής» τιμής.

Άλλος βηματοδότης αξίας 1.812 ευρώ στην χώρα μας, διατίθεται στην Κύπρο 709 ευρώ, δηλαδή ο βηματοδότης είναι 156% πιο ακριβός στην Ελλάδα. Το ίδιο συμβαίνει με όλα τα μοντέλα των δύο εταιριών. Απινιδωτής αξίας 12.227 ευρώ στην χώρα μας, κοστολογείται 8.190 στην Κύπρο (είναι 49% πιο ακριβός στην Ελλάδα), άλλος απινιδωτής αξίας 12.963 ευρώ στην Ελλάδα, κοστίζει 10.800 ευρώ στο σύστημα υγείας της Κύπρου. Η συνολική επιβάρυνση για το ελληνικό δημόσιο εκτιμάται περί τα 9 εκατ. ευρώ μόνο για το 2012. Εξίσου σημαντικό με την οικονομική ζημία θεωρείται και το ολιγοπώλιο που δημιούργησε ο διαγωνισμός: το 63% των προμηθειών εξειδικευμένων προϊόντων καρδιάς έχει δοθεί σε έναν και μόνο κατασκευαστή.

Αντίστοιχο ολιγοπώλιο έχει δημιουργηθεί και στο πεδίο των στέντς και των μπαλονιών αγγειοπλαστικής καρδιάς, όπου την πλειονότητα παίρνει πάλι η ίδια εταιρία, προκαλώντας την αντίδραση της Ελληνικής Καρδιολογικής Εταιρίας.

Ερωτάστε κύριε Υπουργέ :

1) Πως σχολιάζει το Υπουργείο Υγείας τα όσα αποκαλύπτονται για το θέμα των προμηθειών του ΕΣΥ, ειδικά για τα ακριβά υλικά όπως οι βηματοδότες απινιδωτές , τα στέντ, τα μπαλονάκια κλπ., που ήδη έχουν ενεργοποιήσει την δικαιοσύνη ;

2) Επειδή τα ζητήματα για τους ασθενείς είναι μείζονα και με δεδομένο, όπως επισημαίνουν ειδικοί , ότι οι συσκευές εμφυτεύονται και απαιτείται να παρακολουθούνται με την τεχνική υποστήριξη των εξειδικευμένωνκαι πιστοποιημένων τεχνικών των εταιρειών, ποιος διασφαλίζει και εγγυάται τη σωστή και συνεχή παρακολούθηση των χιλιάδων ασθενών, στους οποίους είναι ήδη εμφυτευμένες συσκευές ;

3) Διερωτάστε τι θα συμβεί, όταν μετά από μια διετία, όλοι οι ασθενείς στην Ελλάδα θα έχουν εμφυτευμένες συσκευές αποκλειστικά μιας εταιρίας και ποιος μπορεί να εγγυηθεί στους ασθενείς αυτούς ότι θα αντιμετωπισθούν επαρκώς και απρόσκοπτα τα τυχόν προβλήματα που θα ανακύψουν σε μία πιθανή εμπλοκή με το προϊόν, όπως πχ ανάκληση προϊόντος ή «λουκέτο» του αντιπροσώπου, εμπλοκή που μπορεί να αποδειχθεί μοιραία για την ζωή τους;
